RFU Regulation 6.63 and 6.64 -
Regulation 6.63 sets out the provisions pertaining to: (a) front row forward replacements; (b) the number of front row forwards in a squad; and (c) uncontested scrums. RFU Regulation 6 provides that these provisions are as set out in World Rugby Law 3 (available here(opens in a new tab)).
World Rugby Law 3.8 sets out the minimum number of front row players in a squad, depending on the size of the squad. These requirements are in place this is so that a team can replace certain personnel in the front row (as set out in Law 3.8) at the first time of asking.
In addition, RFU Regulation 6.64 states that:
“In respect of RFU Competitions, the RFU has exercised its discretion under Law 3.17 to invoke the ‘player-off’ rule in accordance with the Laws of the Game.”
In turn, Law 3.17 states:
“In a squad of 23 players or at the discretion of the match organiser, a player whose departure has caused the referee to order uncontested scrums cannot be replaced.” This includes squads of less than 23 players, i.e., 20 in the National Leagues and 18 in Regional and Counties Leagues
Equally Law 3.15 states:
“Uncontested scrums as a result of a sending off, temporary suspension or injury must be played with eight players per side.”
The RFU (in its discretion as the match organiser), via Regulation 6 applies Law 3.17 to all RFU Competitions. As matches in RFU Competitions (National Leagues and below) are governed by RFU Regulation 6, Law 3.17 is therefore applicable to all matches which take place as part of RFU Competitions. Therefore, the “player-off” rule should be applied.
Subject to a few exceptions, if the departure of a player has caused the referee to order uncontested scrums, that player will not be able to be replaced. The Laws should be consulted for further detail on any applicable exceptions and circumstances in which the “player-off” rule will / will not apply.
